Mr. MacBride has practice law for 40 years with an emphasis on proceedings before the California Public Utilities Commission (CPUC).
Mr. MacBride served as President of the Conference of California Public Utility Counsel (CCPUC) in 1997-98, a position he also held in 1982-83.
Mr. MacBride has participated in a number of successful legislative initiatives to reform CPUC procedures, including the 1983 legislation revising provisions of the California Public Utilities Code regarding rehearing of CPUC decisions; the 1985 legislation expanding the CPUC’s Commission’s authority to expedite its approval of certain financial transactions; the 1989 legislation revising the fashion in which CPUC decisions are published; and the 1996 revisions permitting review of certain CPUC decisions in the Court of Appeal.
During the 1997-98 legislative session, Mr. MacBride participated in drafting and advocacy leading to the enactment of the Calderon-Peace-MacBride Judicial Review Act of 1998 (SB 779) which greatly enlarged the scope of judicial review of CPUC decisions. The Act also provided for Internet access to CPUC documents, and expanded the opportunity for parties to comment on proposed CPUC orders. In connection with that endeavor, Mr. MacBride began publication of the regularly updated Summary Of California Supreme Court And Court Of Appeal Orders Reviewing Decisions Of The California Public Utilities Commission; Overview Of Cases Construing Section 1759 which is distributed by the CCPUC and elsewhere.
In 1995, Mr. MacBride participated in the Regulatory Decision-making Forum sponsored by the Harvard Electric Policy Group (8 Administrative Law Journal 789). In 2000, he served as a panelist on a CPUC/CCPUC sponsored Continuing Legal Education program on the implementation of CPUC procedural reform legislation (SB 960) adopted during the 1996 Legislative Session. In 2005 and 2007, Mr. MacBride participated in CCPUC panels on developments arising out of the enactment of the Calderon-Peace-MacBride Judicial Review Act of 1998 (SB 779). In 2012, he served as Moderator of the panel on Judicial Review at the CCPUC Annual Meeting.
Mr. MacBride served as Chief Financial Officer of the California Public Utilities Commission Foundation from 2010-2012, as well as on the Board of Directors of the Foundation.
From 1977-1981, Mr. MacBride served on the Board of Directors of the Alumni Association of the University of California at Berkeley and was Vice-President from 1980-1981. He served as Chairman of the Association’s Legislative Relations Committee from 1990-1992. He was awarded the California Alumni Citation by the Association in 1982.
Mr. MacBride is also a past President and member of the Board of Directors of the San Francisco Women’s Rehabilitation Foundation (Stepping Stone) and was the 2012 recipient of the Foundation’s award for outstanding service to Stepping Stone.
Mr. MacBride graduated from the University of California at Berkeley in 1971 and Hastings College of the Law in 1975.
