Following the inability of the California governor and legislature to agree on a redistricting plan, the California Supreme Court appointed three special masters to propose a plan. The masters presented their plan to the Supreme Court in November 1991, and the Supreme Court adopted the plan on January 27, 1992.
In the 1991 plan two adjacent Assembly districts were "nested" to form each Senate district.
